The CB system is a global mutual recognition system established by the IECEE (International Electrotechnical Commission). 34 countries and 45 certification bodies around the world participate in this mutual recognition system, that is, the laboratories accredited by the NCB of the IEC member countries mutually recognize each other. For manufacturers, in principle, CB certification and CB reporting can save time and expense for applying for other certifications. For example, if you have obtained a CB certificate and then apply for GS, CCEE, and BSI certification, in principle, you only need a small additional fee, and you can obtain GS, CCEE, and BSI certification without paying additional testing fees.

What is a CB test certificate?

This certificate is uniformly developed by the International Electrotechnical Commission's Electrotechnical Product Safety Certification Organization (IECEE) Certification Body Committee (CCB). It is issued by a certification and accredited national certification body (see the figure below) and is used together with the attached test report. To inform other national certification bodies that one or more samples of an electrical product have been tested in accordance with a standard used by the CEE and that the sample(s) meet the criteria.

The CB test certificate is valid only when the relevant test report is attached. The test report should include the results of the test according to the relevant standards. When required, the well should also include the test results according to the declared national differences. The CB test certificate may not be used for any form of advertising or promotion, but the CB test certificate holder may mention the CB test certificate with the product in the business communication. As of July 1992, there were 30 members of the CB system. These 30 member states should declare that they recognize the IEC standards adopted by IECEE when they apply to join IECEE-CCB as members of the CB system, and state the national differences (if any) in the approved standards, which are currently explained by countries. The differences are classified into two types: the difference from the national standard is represented by y'; the difference with the group is represented by C'; and the difference is represented by r'. Misuse of Certificate Certificates The wrong product no longer matches the sample tested and stated in the test report. The certificate holder requests cancellation.
When a CB test certificate has been revoked, the national certification body that issued the certificate must notify the CCB secretary as soon as possible and explain the reasons for the withdrawal. The CCB secretary must inform the manufacturer and all national certification bodies participating in the CB system about the relevant standards for the cancellation of a CB test certificate and explain the reasons for the withdrawal. Each relevant national certification body may, at its discretion, withdraw the national certification or accreditation made on the basis of the CB test certificate.

Why apply for a CB test certificate?

The company that obtains the CB test certificate is conducive to the export of products for household, office, workshop and similar places. The electrical products directly involved in the personal safety, such products are compulsory in some countries, that is, after obtaining the country’s certification certificate. Only allowed to export to the country and sell in the country's market. Even in countries where compulsory certification is not in place, consumers are willing to purchase products that have been certified with a certification mark for their own safety.

Therefore, large department stores only sell certified products, and they are also higher in price than card-certified products. Just like the power tools sold to Hong Kong businessmen in China, they have better CB-certified products than uncertified products. The price is more than 2 US dollars each. The certified products can protect the user's personal safety, easy to sell and the price is relatively high. In addition, the company sells uncertified products and bears the risk of compensation loss. The company has the responsibility to compensate for the loss of the person or property. The occurrence of such accidents will have adverse consequences for China in the international market, and such products are difficult to find customers in international trade. Therefore, not only is it economically lost, but it also loses credibility.

How to obtain the certification certificate of the importing country

The certificate can be obtained by two procedures: the first procedure is that the product has obtained the CB test certificate, and the certificate is attached to the importing country to apply for the certification certificate of the country with the CB test report; the second procedure is that the product does not obtain the CB test. Certificate, apply directly to the importing country for the country's certification certificate. If the second procedure is adopted, the applicant must first send samples to the designated testing laboratory of the country for testing according to the number of samples specified by the national certification body of the importing country. Also pay the test fee.

After the sample is tested, the national certification body of the country sends an examiner or commissioned a test station in China to review the quality assurance capability of the applicant company. After the examination is passed, the country's certification certificate can be obtained, and their logo can be used. In the first procedure, the applicant only needs to send the obtained CB test certificate and CB test report (with the test result of the difference item proposed by the country) to the national certification body of the country, without sending samples or only By sending individual samples for review, the test results can be approved. Finally, the country's national certification body can pass the quality assurance capability of the factory and obtain a certificate of certification. Comparing these two programs, you can understand that the first program is simpler and more economical than the second program. After obtaining the CB test certificate issued by the China Electrotechnical Products Certification Committee, Chinese enterprises apply to the CB system member countries for the certification of the national certification body of the country; it is economical and time-saving.

The procedure for applying for a CB test certificate to CCEE is as follows

(1) The applicant is the holder of the CB test certificate

1. The applicant can be an enterprise or an agent of the business. In the latter case, it is necessary to submit supporting documents for authorizing the applicant to apply on behalf of the enterprise, and to provide proof of the same responsibility of the enterprise and the applicant. These responsibilities are in compliance with: ECEE rules and procedures, CCEE regulations, certification rules and procedures, and the relevant national laws, regulations and rules of China.

2. The application may include one or more production plants in the country where the applicant is located, and the products manufactured by these production plants will be controlled by the business.

3. When manufacturing the same product in different countries, the applicant should submit an application for each of the companies he represents in each country.

4. If the applicant is a non-member of the CCB and is applying for a business agent from a non-member state, a surcharge must be paid for each application. The amount of the surcharge is determined by the IECEE Management Committee. Unless otherwise agreed, the surcharge shall be collected by the CCEE processing the application and remitted to the IECEE Secretariat for deposit in the account of the CB System.

Note: Sole proprietorship enterprises are treated according to foreign companies and joint ventures according to domestic enterprises.

(2) Preparation before the application

Applicants with legal person status, when their products are ready to be sold to the world market, must comply with the IEC standards adopted in the CB system at the product development and design stage (see Table 1), and also consider the countries of CCB member countries. Before the applicant submits the application and samples, it is necessary to confirm that the product meets the differences between the IEC safety standards and the relevant national standards of the exporting country.

Designate a person in the organization to handle the application, sample delivery, certification, and certification of the CB test certificate, and to understand the CB program.

(3) Application procedure

After completing the preparation for the application, the applicant will contact the CCEE Secretariat to obtain a CB test certificate application printed by CCB (see Figure 2). The letter indicates the applicant's name, address, national registration number (corporate business license number), telephone, fax and product name, model, specification and trademark to be applied for.
After receiving the letter from the company, the CCEE Secretariat will send the application form, application procedure and fee request to the applicant.
After receiving the cB application and relevant information sent by the CCEE Secretariat, the applicant fills in the application form (in English typing) and submits four copies (one original and three copies) to the CCEE Secretariat as official. To apply, the applicant keeps a copy of the copy and pays the required fee.
If the applicant needs CCEE to prove that the product meets the difference between the national standard of China or other countries of sale and the corresponding LC standard, then at the same time the application is submitted, an application for a test report including these differences may be filed. Additional test fees shall be paid, the fees of which shall be in accordance with the relevant provisions of the charging standards.
After receiving the CB application and fees submitted by the applicant, the CCEE Secretariat will notify the applicant within two weeks and issue a CB test mission notice to the CB laboratory (according to the division of labor in the CB laboratory, or The laboratory that the relevant agency agreed to undertake the task is the test station).
After receiving the notice, the applicant will send samples to the designated CB laboratory according to the notification requirements.
(4) Issuance of CB test certificate

The test results are qualified. The CEE test certificate is issued by the CCEE to the applicant, and the original of the CB test report is attached. If the application contains a difference test, an additional test report is attached.

How to fill out the CB test certificate application form

Fill in the CB test certificate application form in English (typing).
The English name of the China Electrotechnical Products Certification Committee should be filled in between the four small black dots on the upper right of the first page of the application.
