1 The Bidder shall be an independent legal entity registered within the territory of the People's Republic of China and registered with the industry and commerce and taxation, and shall pass the annual inspection.
2 The bid invitation requires the bidder to have a Class A project cost qualification certificate issued by the construction authority; in the last 5 years, at least 2 or more 600MW and above thermal power project project cost consulting business (including process settlement and final settlement) In the past five years, the total cost of the consulting business for the entire process has been accumulated to not less than 8 million yuan, and has corresponding cost consulting capabilities in personnel, equipment, software, and funds.
3 The project manager proposed by the bidder must have intermediate or above professional title and hold the certificate of cost engineer registration issued by the Ministry of Construction. In the past 8 years, there are 2 or more performances of the cost control service for completing 600MW and above thermal power plant construction projects; Professional cost personnel must have a qualification certificate for the construction project.
4Financial requirements: In recent years, the financial status is good and it can meet the needs of the implementation of the bidding project. The registered capital is not less than RMB 1 million.
5 Credit requirements: The bidder must have good credit standing and business reputation. There is no legal dissolution of the case or the company is out of business or in bankruptcy, and the assets have not been reorganized, taken over and frozen.
6 This tender does not accept the consortium bid.
7 This tender adopts the post-qualification examination method. After the bid opening, the Bid Evaluation Committee will review the qualifications of the bidders. The qualification conditions do not meet the requirements of the bidding documents, and the bid evaluation committee will reject their bids.
