In order to implement the "Scientific People-oriented, establish a comprehensive, coordinated and sustainable scientific development concept" put forward by the Third Plenary Session of the 16th CPC Central Committee, further strengthen urban lighting management, promote energy conservation, and guide the healthy development of urban lighting in China, and put forward the following opinions. :

I. Fully understand the importance of strengthening urban lighting management Urban lighting is the general term for urban functional lighting and landscape lighting. It mainly refers to roads, streets, residential areas, bridges, tunnels, extensive parks, public green spaces and buildings within the city. Functional lighting such as objects and night landscape lighting. Urban lighting plays an important role in urban traffic safety, social security, people's lives, and beautifying the environment. It is an important urban infrastructure and an important part of urban management.
Since the reform and opening up, China's urban lighting has developed rapidly, and it has played a positive role in improving urban functions, improving the urban environment, and improving people's living standards. However, in general, the level of urban lighting is still not high, mainly in the following: regulations and related standards lag, construction market chaos, emphasis on engineering construction, contempt for maintenance management; neglecting the cultural taste of lighting design and harmony with the environment, pure pursuit Brightness, the pursuit of luxury, causing light pollution; the use of inefficient lighting equipment, serious waste of electricity, exacerbating the tension of urban electricity.
Urban lighting management is directly related to saving energy and protecting the environment. It is related to the lives of the people and reflects the cultural taste and management level of a city. The administrative departments of construction at all levels should make efforts to raise awareness of urban lighting management work, actively coordinate with the energy conservation authorities, further strengthen the organization and guidance of urban lighting work, and take effective measures to improve the level of urban lighting management.

Second, clarify the principles and main tasks of urban lighting work Urban lighting must adhere to the principle of people-oriented, wholeheartedly serving urban residents; adhere to the principles of economic and practical, saving electricity, and protecting the environment; adhere to the principle of lighting construction and local economic level. In the coming period, the main tasks of urban lighting work are:
1. Strive to improve the functional lighting of the city. It is necessary to focus on solving the problem that there are no lights and no lights on the roads in the city to ensure the safety of the people at night. It is necessary to improve the city's functional lighting in public areas such as parks, docks, and stations. The lighting rate of large cities should reach 97%, and that of small and medium-sized cities should reach 95%; the lamp loading rate of urban roads should reach 100%, and the lighting rate of public areas should reach 95%; the brightness index of primary and secondary roads should meet the requirements of design standard values. .
2. Grasp the planning and design of urban lighting. According to the requirements of urban planning and urban lighting special planning, combined with the construction and transformation of the city, set up lighting facilities, and achieve unified planning and unified design. Urban landscape lighting should be designed in strict accordance with the standard, according to the planning and construction, pay attention to the scientific configuration of brightness and color, put the satisfaction of people's sense of security and comfort in the first place, avoiding light pollution and making the lighting harmonious with the natural night sky.
3. Promote energy-saving technologies and improve energy utilization efficiency. The construction of lighting facilities shall be carried out in strict accordance with the lighting design standard specifications, and shall not exceed the standard construction; new lighting projects shall adopt scientific lighting design methods, promote the use of high-efficiency lighting electrical products (see annex) and energy-saving control technology. Before the end of 2006, all cities should complete the task of transforming energy-saving lamps; realize energy-saving urban lighting systems as soon as possible.

III. Strengthening the guiding role of urban lighting planning The urban lighting department should work with the urban planning department and the energy-saving competent department to build a special plan for urban lighting based on the overall urban planning. The urban lighting special plan should include the following contents: First, according to the needs of urban functional lighting and landscape lighting, the quantitative indicators of lighting should be proposed; secondly, according to the urban natural geographical environment, human resources and economic development level, according to the different functional divisions of the city To determine the lighting effect; third, to develop specific measures for environmental protection and energy conservation of urban lighting, and propose implementation plans.
Each city should complete the preparation of the urban lighting special plan by 2008. The provincial construction administrative department shall conduct a comprehensive inspection of the preparation and implementation of the plan. For those who fail to prepare the plan according to the regulations, it is necessary to complete the preparation work within a time limit; if the plan has been prepared but does not meet the urban development needs and the principle of saving electricity and protecting the environment, it shall be revised and improved within the specified time; Its correction.

Fourth, earnestly do a good job of urban lighting, energy conservation work in the urban lighting industry to carry out extensive energy conservation activities, cities with conditions should implement urban lighting centralized monitoring and time-sharing control mode, and strive to reduce power consumption.
Whether it is a road lighting facility construction project or a landscape lighting construction project design plan, it should be fully demonstrated. In accordance with the lighting energy-saving design standards, it is preferred to use certified high-efficiency energy-saving products and prohibit the use of inefficient lighting products.
Actively implement contract energy management, and all units that carry out good energy-saving work and have significant power-saving effects should be rewarded everywhere.
To save energy, protect the environment, and promote health, we must actively promote green lighting, do a good job in urban green lighting demonstration projects, improve the quality of urban lighting, and strive to improve the urban living environment.

V. Actively and steadily promote the reform of the urban lighting management system In accordance with the principle of “separation of government and government, separation of government and enterprise”, the management system of reform and management is integrated. According to the "Opinions on Accelerating the Marketization Process of the Municipal Public Utilities" of the Ministry of Construction, maintenance operations should be put on the market, and the bidding system for maintenance and repair operations should be implemented.
In accordance with the principle of “favorable management, centralized and efficient”, we actively explored the integration of urban lighting construction and management into one department and centralized management functions.
Public welfare urban road lighting and landscape lighting should be included in the public finance system, and the city government should provide necessary financial guarantees. The place where the electricity surcharge is levied must be earmarked for the purpose of guaranteeing the maintenance expenses and the normal expenses of the electricity fee.

Sixth, the establishment and improvement of urban lighting regulations and standards system should accelerate the legal system construction of urban lighting, establish and improve laws and regulations, rules and regulations, and do legal construction and management according to law. Harmonize light pollution in urban lighting construction according to law. The competent department in charge of urban lighting shall cooperate closely with the urban construction supervision department and the electric power department to combat the theft and malicious destruction of urban lighting facilities.
Improve the urban lighting standard system and formulate mandatory standards for urban lighting projects. It is necessary to formulate urban lighting planning and construction standards and light pollution control standards as soon as possible, and guide urban lighting to develop in the direction of “high efficiency, energy saving, environmental protection and health”.

VII. Strengthening the management of urban lighting construction market According to the relevant provisions of the Tendering and Bidding Law, the Construction Law and the Construction Engineering Quality Management Regulations, strengthen the market management of urban lighting projects. Urban lighting single project must strictly implement the urban and road lighting engineering professional contracting qualification management system, and it is strictly forbidden to contract without contract. It is necessary to give full play to the role of urban lighting engineering experts and implement an expert demonstration system for urban lighting engineering project design.
Urban lighting projects with government investment and government-based investment shall be subject to tender or procurement in accordance with the relevant provisions of the Construction Law and the Tendering and Bidding Law.
