Beijing recently launched the “Selection of Diagnostic Capabilities for Intractable Diseases†initiative, aiming to enhance treatment capabilities for eight key conditions, including cancer, cardiovascular diseases, respiratory illnesses, and pediatrics. This program involves selecting eight general and specialized hospitals to lead the effort within the city. Similarly, Shanghai has initiated its own “Project for Improving Diagnosis and Treatment of Difficult Cases,†selecting six medical institutions to participate.
These local efforts are part of a broader national strategy led by the National Development and Reform Commission and the Health and Family Planning Commission. In mid-September, they issued a notice outlining a “Program for the Selection of Projects to Improve Diagnosis and Treatment of Difficult Cases.†The initiative aims to select around 100 provincial and ministerial-level hospitals, providing them with central government funding to strengthen their specialized capabilities. Each province will receive at least one such project.
Under the program, selected hospitals are encouraged to form regional medical alliances, promoting the vertical flow of high-quality resources and supporting a tiered medical system. A key focus is on optimizing the allocation of specialized equipment, with over 500,000 yuan allocated per hospital. The plan also promotes shared use of large-scale medical equipment across regions, reducing redundancy and ensuring that test results are mutually recognized.
This means each province will have at least one specialist facilitator, forming medical consortia and implementing a tiered diagnosis and treatment system. The goal is to ensure that all medical institutions share essential equipment, improving access and efficiency.
A recent audit by the Beijing Municipal Audit Bureau revealed that idle equipment in public hospitals was valued at 661 million yuan, with some equipment unused for nearly three years. Many hospitals had budgeted for expensive equipment but lacked the infrastructure or capacity to use it, leading to further inefficiencies.
With the new sharing mechanism, hospitals no longer need to purchase expensive equipment themselves. Instead, they can rely on regional centers to provide shared services, reducing waste and lowering costs. This shift is expected to significantly impact the market demand for high-end medical devices, creating challenges for manufacturers.
In Shaanxi Province, the Health Commission emphasized four key areas for medical associations: talent, equipment, information, and brand. The province encourages tertiary hospitals to establish centralized facilities like disinfection centers, imaging centers, and lab departments, offering standardized services across the region.
Hubei’s Wuhan has pioneered a compact medical model, where top hospitals serve as regional diagnostic centers equipped with advanced technology, while community clinics handle basic care. Patients pay according to a standard fee, with the difference returned to community centers and patients, ensuring equitable access.
Previously, grassroots facilities lacked the resources or expertise to use high-end equipment, leading to underutilization. Now, through shared models, this issue is being addressed effectively.
The State Council set a deadline for establishing medical federations: by the end of October 2017, all three types of public hospitals must begin construction, with full coverage by 2020. Socially-run medical institutions are also encouraged to join these networks.
