Project Overview:
The project involves the establishment of a 500kV high-voltage corridor in the northern part of the central area of the town, running from north to south along Qilu Road, Yutai Road, and Weiwei 2nd Road. The corridor extends from the eastern side of Jingkai Expressway, near the Jingxian Canal, to the western side, reaching Tonghe Street and National Highway 106.
The project also includes the construction of three new boiler houses. The first boiler house is located west of Tonghe Street, north of Fuping Road, east of Longitudinal Road, and south of Qiweiwei Road. The second boiler house is situated west of Longitudinal Second Road, north of Weiwei 4th Road, south of Fuping Road, and east of Shengping Street. The third boiler house is located west of Longitudinal Road, north of Yanlu Road, south of Wuxiang Road, and east of Huixian Street. All these boiler houses will be part of an indirect heating system designed to provide efficient district heating services.
Each of the three boiler rooms is equipped with gas-fired boilers. The first boiler house features three sets of 8-ton gas boilers, totaling 24 tons, serving an area of approximately 350,000 square meters. The second boiler house contains two sets of 8-ton and two sets of 10-ton gas boilers, totaling 36 tons, covering about 577,000 square meters. The third boiler house has three 8-ton gas boilers, providing a total heating area of around 390,000 square meters. The overall construction scale is approximately 1.42 million square meters, with the total heating area reaching about 1.37 million square meters.
The tender scope covers heat source equipment and related facilities, heat exchange station equipment, outdoor heating pipelines, boiler room and heat exchange station systems, power supply and distribution, and automatic control engineering. It also includes the gas pipeline project from the project’s red line to the gas point at the boiler house location. However, the boiler room ventilation and flammable gas alarm linkage system is handled by Party A and is not included in this tender. The scope also encompasses preliminary design, construction drawings, procurement of all materials within the design scope, installation, commissioning, and final project acceptance, including ventilation systems. Detailed specifications are outlined in the bidding documents.
To participate in the bidding process, the bidder must meet the following qualification requirements:
1. The bidder must hold a valid business license issued by the administrative department for industry and commerce.
2. The bidder must possess a Class A qualification for municipal public works supervision.
When purchasing the bidding documents, the following documents must be presented:
1. Original and copy of the company's business license (the copy must be stamped with the official seal).
2. Original and copy of the Class A qualification certificate for municipal public works supervision (the copy must be stamped with the official seal).
3. Original and copy of the supervisory engineer's registration certificate (the copy must be stamped with the official seal).
4. Original appointment letter for the chief supervising engineer.
5. Original and copy of the authorization application (the copy must include the official seal).
6. Original and photocopy of the ID card of the authorized representative (the copy must include the official seal).
The registration period for the bidding process is from December 14th, 2017, to December 18th, 2017, between 9:30 AM and 11:00 AM, and from 1:30 PM to 4:00 PM daily.
