3. Qualification Requirements for Bidders

3.1 The bidder must meet the following basic qualifications: (1) Be an independent legal entity registered within the People’s Republic of China. (2) Hold a qualification certificate for petrochemical engineering general contracting issued by the relevant administrative department. (3) Possess an effective safety production license issued by the construction administrative authority. (4) Have valid certifications for quality management, environmental management, and occupational health and safety management systems. (5) Since 2014, have completed at least one petrochemical auxiliary project with a contract value of RMB 3.5 million or more. (6) Maintain good financial health, sufficient assets, and the ability to effectively fulfill the contract. 3.2 Consortia are not accepted. 3.3 The proposed project manager must hold a registered architect qualification in Mechanical and Electrical Engineering and a valid "B" card safety assessment certificate. The manager must also have experience managing a petrochemical auxiliary project with a contract value of RMB 3.5 million or more since 2014. No other projects may be managed concurrently during the contract period. 3.4 Technical personnel proposed by bidders must hold senior engineering titles or above. 3.5 A dedicated safety officer with an effective "C" class safety production assessment certificate must be appointed. 3.6 Qualification Review Method: Post-qualification review. 3.7 Potential bidders are advised to carefully evaluate their suitability before participating.
