Before the suspension of electric vehicle (EV) production licenses by the Chinese government, it was widely believed that the industry would face significant challenges. The rapid influx of EVs into the market, without proper output controls, has created chaos and undermined market stability. With so many vehicles flooding the market, the sector is struggling to maintain balance and long-term sustainability.
According to recent reports, the Chinese government is now considering resuming the approval of EV production licenses. This move could open the door for global players like Ford and Tesla, as well as local manufacturers, to expand their presence in the growing EV market. The National Development and Reform Commission (NDRC) has been evaluating the issue of overcapacity in the sector, and it's expected that the licensing process may resume as early as the first half of next year.
Earlier this year, the NDRC suspended new EV license approvals to curb excessive production growth. It is estimated that over 2 million new energy vehicles are added to the market annually, prompting regulators to reassess the current production landscape. While the NDRC hasn't officially commented on the potential reopening, it has stated that it's revising the existing licensing framework with the aim of raising entry barriers for new players.
Since March 2016, 15 EV manufacturing licenses have been issued in China. Companies like Wanxiang Group and joint ventures between Volkswagen and domestic firms are among the recipients, fostering increased competition in the automotive industry. Additionally, companies from other sectors—such as smart TVs and air conditioners—are exploring opportunities to enter the EV market.
Foreign automakers like Ford and Tesla are also preparing to make a strong push into the Chinese EV market, driven by stricter local emissions and fuel efficiency regulations. Ford’s joint venture with Anhui Zhongtai Automobile Company plans to build a factory capable of producing 100,000 electric passenger vehicles annually. Meanwhile, Tesla has reportedly reached a preliminary agreement with the Shanghai government to establish a production facility. CEO Elon Musk recently mentioned that the company is three years away from starting production in China.
The licensing system plays a crucial role in how the Chinese government manages the world’s largest new energy vehicle market. Last week, the government announced plans to pilot a program by June 2024, allowing foreign automakers to set up wholly-owned EV factories within free trade zones. Starting in 2019, most automakers will be required to meet new energy vehicle quotas, or face penalties if they fail to comply.
With strong government backing, China surpassed the U.S. in 2015 to become the world’s largest new energy vehicle market, encompassing electric, plug-in hybrid, and fuel cell vehicles. According to data from the China Association of Automobile Manufacturers, over 507,000 new energy vehicles were sold nationwide last year. The country has also halted the expansion of traditional gasoline vehicle production, aiming to boost annual EV sales to 2 million by 2020.
